ECA Applauds Bipartisan Effort on Home Repair and Blight

Investing in low income homeowners just makes sense. Fighting blight, allowing wealth to pass through generations, improving energy efficiency, improving occupant health, enabling aging in place, sustaining and creating skilled trades jobs that can't be outsourced- it might carry a hefty price tag at up to $50k / home, but deep investments can make serious and enduring social impacts. ECA is delighted to see bipartisan support across the state for the Whole Homes Repair Act, and hopes to eventually see programming like Built To Last reach all Pennsylvanians.
