Barbara Jean (BJ) McDuffie

BJ currently acts as the program coordinator with ECA, assisting the Director to manage 16 Neighborhood Energy Center (NEC.) She was the Director of Client Services at United Communities (one of ECA's NECs, now operating as the Greater Philadelphia Community Alliance) in South Philadelphia for 25 years, from 1993-2018. In addition to her duties as the NEC Manger, she was also the Construction Manager for their subsidiary organization; Community Development Corporation, where fifty-four houses were renovated and sold to low to moderate income families with funding from the City of Philadelphia Home Rehabilitation Program. She has extensive experience in construction and was BPI-certified in Residential Building Envelope. She has developed the standards for the Philadelphia Gas Works (PGW) energy conservation workshops, where she has educated over 10,000 Philadelphians and acts as ECA’s trainer for new potential presenters. Additionally, she has a strong personal commitment to help constituents with their basic needs around housing, and utilities stability while assisting families’ moves toward self-sufficiency.
