Neighborhood Energy Center RFP

ECA Neighborhood Energy Centers (NECs) aid, educate, and advocate for low income clients.

NECs safeguard low income customer access to energy by offering:

  • Energy education
  • Budget counseling
  • Application assistance for energy benefits
  • Aid in crafting payment arrangements with utilities. 

If your organization is interested in becoming a Neighborhood Energy Center, please submit a response to the RFP attached to this page no later than 5:00pm on May 4th. 

A briefing for interested organizations will be held on April 6th, 2018, at 1:00 p.m., at ECA, 106 W. Clearfield Street.  Please email or call at (215) 609-1044 or if you plan to attend.  Attendance at this briefing is recommended but not required to submit a proposal.
