ECA's History, Mission and Impact
Founded in 1984, the Energy Coordinating Agency (ECA) creates lasting solutions to the energy problems of low-income Philadelphians. ECA's mission is to help people conserve energy and promote a sustainable and socially equitable energy future for all. ECA coordinates all low income energy services; administers high quality energy conservation, education, heating and home repair services to reduce households’ energy costs and stabilize families within their communities. To maximize the effectiveness of existing programs and increase access to services for underserved populations, ECA also conducts research, evaluation and planning.
To build capacity at the grassroots level, ECA established a resilient network of 14 Neighborhood Energy Centers (NECs) throughout Philadelphia, each of which serves as a one-stop-shop for low-income energy services (e.g., weatherization, heating system repair and replacement, home repair, bill payment assistance, budget counseling, and energy education). This unique model combines direct services to the most needy with the ability to test and evaluate programs and make policy recommendations based on first-hand knowledge.
In 2009, ECA launched the Knight Training Center, the region’s only technical training center focused on preparing men and women for work in the clean energy industry. It is the only training center in the Mid Atlantic region accredited by the Interstate Renewable Energy Council (IREC, the U.S. Department of Energy’s accrediting body for residential energy efficiency training centers). ECA’s Training Center, named IREC “2013 Clean Energy Training Program of the Year”, provides students with portable, stackable credentials so they can build a career instead of just "getting a job".
ECA has been a leader in energy conservation for more than three decades. It is now poised to take an exciting step forward which will help secure Philadelphia’s place as one of our nation’s greenest cities. How We Work
ECA is a tri-state area (PA, NJ, DE) leader in energy efficiency retrofits for existing residential properties, along with small multi-family / commercial properties. We provide high quality energy conservation services to low-income residents and provide the job-ready training for energy professionals. ECA is a nonprofit organization certified by the ISO 9001: 2008 Quality Management Standard.
